<p>This has been a turbulent week for Williams. Sam Michael has resigned as the team&#8217;s technical director. Along with him, chief aerodynamicist Jon Tomlinson will also go. The team&#8217;s Chairman Adam Parr also offered his resignation. It is a sign of just how desperate things have become after Williams have hit yet another new low at the start of this season.</p>
<p>But the recent moves just the latest in a Williams team that seems to endlessly change its shape. I am far from a business expert. Far be it from me to tell Williams that they are doing it wrong. But from the outside, it does sometimes seem like a case of too many cooks spoiling the broth.</p>
<p>Who calls the shots at Williams? It&#8217;s hard to say. There are the five names I listed above. To that list, you can now add the public shareholders, whose views also surely have some sway.</p>
<p>This too many cooks phenomenon appeared to be underlined by the apparent confusion over whether or not it has been announced that Patrick Head is planning on retiring within the next year. Adam Parr had announced it, but it appears as though he jumped the gun.</p>
<p>The Guardian went as far as to describe it as <a href="http://www.guardian.co.uk/sport/2011/may/03/williams-mike-coughlan-spygate">&#8220;open conflict&#8221;</a>.</p>
<blockquote><p>In a conference call Parr told reporters: &#8220;Patrick has made it clear that he will be retiring this year. That&#8217;s nothing to do with the restructuring, it&#8217;s just the fact that he&#8217;s turning 65 and had already signalled that it&#8217;s time for him to move on to his next set of interests in life.&#8221;</p>
<p>But Head has since denied Parr&#8217;s claims, saying: &#8220;What you are telling me is news to me. I wasn&#8217;t aware that Adam had said that.</p>
<p>&#8220;He wasn&#8217;t in a position to make that statement. My plans are not in the public domain and they will only be when I make my own statement later in the year.&#8221;</p></blockquote>
<p>Ouch.</p>
<p>Adam Parr is obviously good at his job. That is clear from the fact that Williams did not accept his resignation offer. But does he overstep his remit?</p>
<p>People who read F1 news websites will be highly familiar with Adam Parr. He is chairman now, but even as CEO he was a very prominent figure in Williams. He is constantly in the news, providing everyone with information about what&#8217;s going on at Williams.</p>
<p>But how many could name Mr Parr&#8217;s predecessor as CEO? It is Chris Chapple. He wasn&#8217;t in the job long, but nevertheless the point remains that I had never heard of him. I have not even been able to find out who was the head of finance at Williams before then. How many could tell you who the current CEO is? (It&#8217;s Alex Burns.)</p>
<p>As part of this picture, what is the role of Frank Williams? Of Patrick Head? How about Toto Wolff, who bought a share of Williams last year? He appears to exert a fair bit of influence too &#8212; he was making <a href="http://www.autosport.com/news/report.php/id/90901">rumblings in the press</a> last week just before the turmoil truly began.</p>
<p>I think with most other teams you could name one or two people that are so prominent within a team. From the outside, it is not a clear structure. At McLaren, for instance, you can say the buck stops with Martin Whitmarsh. But where does it stop at Williams?</p>
<p>This is probably as a result of an attempted handover. It is about preparing for &#8212; or reacting to &#8212; a time when Frank Williams and Patrick Head have less energy and motivation than they had in the 1980s and 1990s when Williams could be world-beaters.</p>
<p>But the handover seems to have been botched &#8212; and the picture only gets more complicated as time goes on. Have the money men taken over from those that love racing and want to win? I was interested in a point made by Todd over at Formula1Blog.com. <a href="http://www.formula1blog.com/2011/05/02/its-williams-attitude-not-sam-michael/">They seem to be settling for sixth</a> in order to meet their business obligations and no more.</p>
<p>Clearly this is a difficult time for Williams. Yet more change is in the works. I hope they can get it right soon, because no-one wants to see Williams doing so badly.</p>

			<content:encoded><![CDATA[<p>Over the past week or so, rumours that big changes are afoot at Williams have been ramping up.</p>
<p>Last week when I saw that a German website had written about this, I prepared a simple but telling graph looking at the form of Williams over the years. But I refrained from publishing it in case my conclusions were overly harsh.</p>
<p>But today the team&#8217;s <a href="http://www.autosport.com/news/report.php/id/90865">technical director Sam Michael has come out</a> and said for himself that the recent performance of Williams is not good enough.</p>
<blockquote><p>What I would not be happy with doing would be not changing anything – even myself. Even if everyone said everything is perfect, I know it is not. So, I am not happy with the job that we have done as a group. I would review that anyway – including myself. I don&#8217;t exclude myself from any of that.</p>
<p>I, as technical director, have chosen the technical team that works for me&#8230; They are all people that I have chosen to put in those positions, so if it doesn&#8217;t work then it is my responsibility.</p></blockquote>
<p>This is refreshing honesty. It is no secret that Williams&#8217;s form has been disappointing in the last few years. But it has never been properly confronted.</p>
<p>In the light of Sam Michael&#8217;s comments, here is the graph. It tracks the Constructors&#8217; Championship positions of Williams throughout its 32 years in Formula 1. Alongside the annual positions, I have added a five-year rolling average to allow us to see the longer term trends.</p>

<p>It is well-known that Williams has always been a highly successful grand prix team. The 1980s were a bit of a rollercoaster. The team mixed hugely successful years with a few more disappointing years. Overall, the trend has been for the team to hover around 3rd place on average.</p>
<p>Then came the mid-1990s, when Williams were truly dominant. This was the period where Adrian Newey was on board. It is almost impossible for the five-year trend to get any higher, as the team strung together an incredible seven consecutive top-two finishes.</p>
<p>It is no secret that Williams have never dominated in this way ever since Adrian Newey left in 1997. But looking at the trend, Williams continued to average around 3rd place in the Constructors&#8217; Championship &#8212; if anything, still slightly better than the pre-Adrian Newey years. But in the middle of the 2000s, it begins to change for the worse &#8212; dramatically.</p>
<p>In fact, if you look at the trendline, with no other knowledge I think you could actually guess when Sam Michael became technical director. In case you haven&#8217;t spotted it, I have added a subtle hint that pinpoints the year.</p>

<p>This could well be a harsh assessment. Sam Michael seems to be well respected among his colleagues at Williams. But from the outside, it has long perplexed me why there hasn&#8217;t been more of a question mark over Sam Michael&#8217;s role.</p>
<p>The team has made many changes in recent years. They have switched engine manufacturers from BMW to Cosworth via Toyota. They have brought on board hugely experienced drivers (Alexander Wurz, Rubens Barrichello) along with promising rookies (Nico Rosberg, Nico Hülkenberg). And there have been lots of changes behind the scenes with the operation of the business. None of these changes have done the trick.</p>
<p>Now, with Williams enduring their worst start to an F1 season since their very first one in 1978, it is crunch time. They need to face up to their issues properly.</p>
<p>We know the problem is not money. After all, the team keeps telling us they have no money worries whatsoever!</p>
<p>Currently the team languishes in 10th place in the Constructors&#8217; Championship, behind Lotus, a team that is not yet two years old. Indeed, in China, Pastor Maldonado was beaten fair and square by Heikki Kovalainen in the Lotus.</p>
<p>Amazingly, this position is <em>up</em> from the situation after Malaysia, when the team was also behind Virgin in the Constructors&#8217; Championship. Virgin is another team looking carefully at its technical set-up, as Nick Wirth&#8217;s CFD-only approach fails to prove its worth.</p>

			<content:encoded><![CDATA[<p>I can hardly believe we are already more than halfway through the Formula 1 season. It has gone by so quickly. Normally I look at the performances of the drivers at the halfway point. But this year I haven&#8217;t felt as able to keep on top of everything, so instead I will look at the constructors.</p>
<h3>12. Hispania</h3>
<p>Of the three new teams, Hispania have probably had the hardest job after taking over the Campos entry at the eleventh hour after it hit severe financial difficulties. Although their car is probably the slowest, it does not have the poorest reliability record, and as such the team currently sits ahead of Virgin in the Constructors&#8217; Championship. Hispania have also acted quickly to sort out the problems with the Dallara chassis, and have hired big name designer Geoff Willis to sort out the mess for next season.</p>
<p>However, recent musical chairs involving their drivers have left a sour taste in the mouth. Bruno Senna and Karun Chandhok are both well-liked drivers who have done an admirable job in hugely difficult circumstances, even though you might say neither is a potential future World Champion. Sakon Yamamoto is not liked very much, and is not terribly good as demonstrated in his previous two stints in F1. But the team appear to be desperate to get him into the car nevertheless. The process has been handled appallingly.</p>
<h3>11. Virgin</h3>
<p>On the track, Virgin is probably the least exciting of the new teams. Their reliability record is poor, and the speed is not particularly impressive, even if they occasionally manage to beat a Lotus every once in a while.</p>
<p>On the plus side, their controversial approach to design the car without the use of a wind tunnel has proved the doubters wrong, as the car has not been disastrously off the pace.</p>
<p>Both drivers have shown flashes of brilliance. But you sense that Timo Glock in particular would be capable of more if only he had decent equipment.</p>
<h3>10. Lotus</h3>
<p>Lotus have very quickly established themselves as the fastest of the new teams. But it has not all been plain sailing for them, and their reliability record needs improvement. I also wonder how much better they would be doing if they had two better race drivers than Jarno Trulli and Heikki Kovalainen, although the experienced line-up is probably ideal in a development sense.</p>
<p>The next target for Lotus is to start beating the established teams on a regular basis. But with Williams and Sauber both having made significant improvements recently, it is difficult to see how they can make much headway beyond battling with Toro Rosso. Whatever, next year will be important for Lotus &#8212; anything below ninth in the 2011 Constructors&#8217; Championship would surely be a disappointment. But that just shows how far they have come already.</p>
<h3>9. Williams</h3>
<p>Although they have begun to make strides up the grid in the past few races, the fact remains that this has been <a href="http://doctorvee.co.uk/2010/05/26/what-went-wrong-with-williams/">another disastrous year for Williams</a>. They have spent much of the season battling at the wrong end of the grid, counting Sauber and Toro Rosso among their rivals.</p>
<p>Perhaps the most worrying thing is that when you hear the likes of Patrick Head and Sam Michael try to explain the team&#8217;s performance over the past few years, they seem to be at a loss, except for vaguely talking about money being an issue. Williams lack answers.</p>
<p>Rubens Barrichello has been doing more or less the sort of job you would expect him to do. Meanwhile, promising rookie Nico Hülkenberg has not shown as much promise as you might have hoped. This has been coupled with a heavy dose of bad luck. I hope the second half of the season is better for Hülkenberg, of whom I am a fan.</p>
<h3>8. Toro Rosso</h3>
<p>I am finding it difficult to draw any firm conclusions about Toro Rosso yet. They have had some very poor showings indeed. But on the plus side, you must remember that this is their first year as a &#8216;proper&#8217; constructor, designing their own chassis. On this basis, this season must be regarded as a success, even if they have not always been as quick as they may have liked.</p>
<p>Both Jaime Alguersuari and Sébastien Buemi are continuing to improve. Alguersuari has shown some real flashes of brilliance, and has impressed me a lot this season &#8212; particularly in a couple of battles with Michael Schumacher!</p>
<p>But with a more anonymous season, Buemi has been keeping his nose clean and has picked up the majority of the team&#8217;s points haul so far. That is mainly due to his assured performance at Canada, where he did well standing his ground as he briefly led the race as the pitstop phase was shaking itself out.</p>
<h3>7. Sauber</h3>
<p>After a promising winter testing season, the start of the actual season itself was deeply embarrassing for Sauber as they totally failed to convert pre-season promise into real race results. The car was not only frightfully slow, but it was also horrendously unreliable, making Sauber easily the worst of the established teams.</p>
<p>A question mark also hung over the choice of drivers, probably the riskiest on the grid. The decision to opt for Pedro de la Rosa, who had not raced since 2006, was bizarre &#8212; and I am a fan of de la Rosa! Meanwhile, Kamui Kobayashi was a man whose entire reputation was built on two races in odd circumstances.</p>
<p>The good news is that Sauber have turned the corner. de la Rosa is not making a fool of himself, and only needs more luck now in order to start scoring points. Meanwhile, Kobayashi looks set to become a points-scoring regular now. His performance in Valencia was absolutely superb, and he backed this up with another solid performance at Silverstone.</p>
<p>Sauber have also acted quickly to improve the car, making the decision to hire James Key early on as the car&#8217;s deficiencies became clear. The improvements he has made since joining the team can be seen vividly in the results.</p>

			<content:encoded><![CDATA[<p>The BBC&#8217;s coverage of Formula 1 is great, but we have become highly accustomed to seeing the same people being interviewed time and time again. Multiple interviews with Martin Whitmarsh and Christian Horner are guaranteed.</p>
<p>And the BBC appears to have a curious obsession with Lotus. It feels like they have been given ten times as much coverage as Virgin and Hispania, the other new teams.</p>
<p>During today&#8217;s qualifying pre-show, I decided to play a spot of BBC F1 bingo on my <a href="http://twitter.com/vee8">F1-based Twitter account @vee8</a>. Following an interview with Lotus driver Jarno Trulli and Mercedes boss Ross Brawn, <a href="http://twitter.com/vee8/status/17085479225">I began to twitch</a>:</p>

<p>I got a lot of response, particularly as the interviews with Christian Horner and Martin Whitmarsh duly appeared very soon afterwards! Double Whitmarsh was completed when the McLaren boss was among the first to be interviewed after qualifying had finished.</p>
<p>So I&#8217;ve decided to play for real, this time choosing my five bingo boxes in advance. <a href="http://twitter.com/vee8/status/17091171803">Here are my chosen five</a>:</p>

<p>That is a good-looking bingo card. Sam Michael could easily get a look-in on the back of the very strong performance Williams had in qualifying today. Double Horner could be difficult to achieve though.</p>
<p>Who would you put on your bingo card? Don&#8217;t make it too easy. Throw in a wildcard or a double appearance. It doesn&#8217;t have to be an interview either. For instance, you might like to include gratuitous mentions of Eddie Jordan&#8217;s shirt, an appearance by Tanja Bauer from Sky Deutschland, or Martin Brundle pushing his way in front of another journalist during the gridwalk.</p>
<p>And no Legardisms please. The Legard-bashing is tiresome. Besides, we are ideally looking for all of the boxes to be filled pre-race, before the FOM five minute sting.</p>
<p>Finally, this is nothing against the BBC&#8217;s coverage! I am a big fan of the BBC&#8217;s coverage, which is a quantum leap ahead of what ITV were doing. I would just like a bit more variety in their pre- and post-race coverage.</p>

			<content:encoded><![CDATA[<p>It has to be said that the writing was on the wall for the Bahrain Grand Prix before the teams even arrived there. And it&#8217;s not due to the refuelling ban. There are arguments for and against refuelling, but on balance I think banning refuelling is a good idea.</p>
<h3>The legacy of refuelling</h3>
<p>Some people had decided in advance that scrapping it was a bad idea, and have used the relatively pedestrian Bahrain Grand Prix as definitive evidence that they&#8217;re right. But one race is far too soon to judge. And as I pointed out in the previous article, <a href="http://doctorvee.co.uk/2010/03/17/boring-bahrain-backlash/">there was actually more overtaking than normal</a>.</p>
<p>It is no secret that F1 has a bit of an overtaking problem. The amount of overtaking has declined steadily throughout its history, and nose-dived in 1994 when refuelling was introduced in the modern era. In the intervening decade-and-a-half, the amount of overtaking has been relatively stable at this low level.</p>
<p>For me, the biggest legacy of refuelling has been to gift seven World Championships to a driver who isn&#8217;t particularly good at wheel-to-wheel racing, but transformed &#8220;overtaking into the pit lane&#8221; (i.e. gaining positions just by being in the pit lane at the right time) into the most important aspect of modern-day grand prix racing.</p>
<p>It is often argued that this &#8220;strategy&#8221; element adds an important dimension to the racing. The argument goes that what is lost in terms of on-track action is gained in terms of strategic intrigue.</p>
<p>This may have been true in the early days of refuelling, when strategists were still finding their feet with the new rules. But over time, it became clear what worked and what didn&#8217;t.</p>
<p>Armed with 15 years&#8217; worth of data, teams had their strategies worked out by computers to the extent that there was one clear optimal strategy, and the race was won or lost on whether your first stop was made on lap 17 or made on lap 18. More often than not, after the first stop, it was clear how the rest of the race would play out, and the whole spectacle usually settled down.</p>
<p>The powers that be concocted increasingly contrived ways to re-inject a strategic element into the racing, but it stopped working. We reached the ridiculous situation where cars were qualifying on race fuel loads, which still did little to avoid the harsh reality that there is one optimal strategy.</p>
<h3>How to re-introduce strategy while keeping purists happy</h3>
<p>For me, there is <em>far</em> too much talk about &#8220;the show&#8221;. F1 is not a show. It is a sport. As far as I&#8217;m concerned, if you want to see a show, you should go to the pantomime. Todd on the <a href="http://www.formula1blog.com/2010/03/16/podcast-150-bahrain-gp-review/">latest Formula 1 Blog podcast</a> said it best: &#8220;Jim Clark didn&#8217;t take part in a show. He took part in a race.&#8221;</p>
<p>Yet, with the obsession with making F1 more entertaining, the rules have constantly been tinkered with. Sometimes it works and sometimes it doesn&#8217;t, and the powers that be have to tread a fine line. They must make the sport more appealing to people who, truth be told, aren&#8217;t really interested in F1, while keeping the purists happy.</p>
<p>F1 is special because it is, at its core, about finding the fastest driver in the fastest car. Everything else is tinsel. Some of the new rules actively go against this attempt to find the fastest.</p>
<p>Look at the obsession with strategy. Look at attempts at mixing up the grid. The current tyre rules are among the most unpure in F1 today.</p>
<p>Forcing drivers to use two different types of compounds <a href="http://doctorvee.co.uk/2009/11/04/sayonara-bridgestone/">achieves nothing for anyone except Bridgestone</a>. And I am yet to work out what is achieved by the new rule forcing drivers to start the race on the same tyres they qualified on. What does it prove? Do we tie one hand behind the back of footballers to &#8220;spice up the show&#8221; there? It is ridiculous.</p>
<p>Yet, all the talk is to introduce a mandatory two stops. That is certainly <a href="http://www.autosport.com/news/report.php/id/82162">what Martin Whitmarsh implied</a> on the BBC&#8217;s coverage last weekend. The idea sends a shiver down my spine. And quite how it is supposed to spice up the action is beyond me. Just now the optimal strategy appears to be a one-stop. Now they want to <em>enforce</em> a two-stop strategy? It&#8217;s difficult to see the scope for spiced-up strategy action here.</p>
<p>But I can think of a way of re-introducing the strategy element while keeping the purists happy: get rid of the mandatory tyre change. This would blow wide open the possibility of a no-stop strategy, thereby potentially reducing the predictability of the current situation. Sure, Bridgestone will be unhappy &#8212; but they are leaving the sport anyway so there is no point in making them happy.</p>
<h3>Aerodynamics</h3>
<p>The decline in overtaking pre-dates 1994. It has been clear for years that it is not as easy for F1 drivers in F1 cars to overtake as it perhaps should be. There are plenty of pet theories as to why this might be. The ones that get the most attention are the ones that are put forward by Bernie Ecclestone and the FIA, as they are the most powerful people in F1. But of course, they have their own agendas.</p>
<p>The FIA and Bernie Ecclestone have long blamed modern aerodynamics for the lack of overtaking. The received wisdom has become that aerodynamic grip is bad news if you want overtaking, and that the emphasis should be more on mechanical grip.</p>
<p>I was very interested to see James Allen write about <a href="http://www.jamesallenonf1.com/2010/03/getting-rid-of-aero-in-f1-the-counterargument/">what Frank Dernie thinks</a> about this &#8212; that&#8217;s it&#8217;s a load of old cobblers. I have felt for a while that the argument that aerodynamics damage the racing does not hold water. On a Renault podcast a couple of years ago, Pat Symonds pointed out that the races that have the most overtaking, as everyone knows, are wet races. In the wet, aerodynamic grip is ramped up, and mechanical grip plummets.</p>
<p>When you think about it, it&#8217;s so right. It does amaze me that, in the face of so much hard evidence to the contrary, people still blame aerodynamics for the poor racing. I have come to the conclusion that many people&#8217;s views on the overtaking problem are shaped largely by fashion and spin rather than the evidence.</p>
<p>Speaking personally, I love seeing what sorts of devices teams come up with. We have all been fascinated by McLaren&#8217;s &#8220;F-duct&#8221; (even though it seems to have done them &#8220;F-all&#8221; good). Neutering these sorts of areas is the first step on the slippery slope towards spec chassis. And then it just wouldn&#8217;t be F1 any more.</p>
<p>I am not totally averse to restricting the cars though. Formula 1 is, after all, a formula &#8212; it always has been.</p>
<p>I am no engineer, but it strikes me that F1 cars are simply too fast to allow for much overtaking. In particular, the brakes on F1 cars are so good today that there is little opportunity for a driver to perform an outbraking manoeuvre. With such small braking zones, the scope just isn&#8217;t there in the same way it might have been in the past. Is somehow reducing the power of the brakes a viable option?</p>
<h3>The points system</h3>
<p>Bernie Ecclestone has also sought to blame the points system for the lack of overtaking, and the system has accordingly been tweaked. I personally think there is something in this. The points system rewards conservatism.</p>
<p>Think about instances where a driver attempting to overtake faces a 50-50 situation (or, more accurately, a ⅓-⅓-⅓ situation). By this I mean that there is a ⅓ chance that a clean pass will be made and a position will be gained, a ⅓ chance that an attempt will be made but will fail, and a ⅓ that the move will go wrong and end in a crash. (Obviously this is a major simplification of the real-life scenario, but I think this &#8220;50-50&#8243; thought experiment still underlines an interesting point.)</p>
<p>Under last year&#8217;s scoring system, for a driver in second place trying to overtake the leader, this &#8220;⅓-⅓-⅓&#8221; situation would lead to an expected gain of&#8230; <em>-2 points</em>. Under the new points system, the expectation is -3⅔ (although as a percentage of the winner&#8217;s points haul, this is better). No wonder drivers can&#8217;t overtake. It&#8217;s not in their interests to even try unless they are practically left an open door.</p>
<p>This was the core reason why I was in fact, contrary to the fashion, <a href="http://vee8.doctorvee.co.uk/2008/11/21/why-the-medals-system-might-not-be-so-bad/">in favour of Bernie&#8217;s proposed &#8220;medals&#8221; system</a>. Then, attempting to gain a position would be unambiguously advantageous.</p>
<h3>The circuits</h3>
<p>However, I think there would be much more to be gained in ensuring that circuits are more challenging and provide more in the way of opportunities to overtake. Nothing is certain. After all, Suzuka is normally entertaining, but produced a bit of a stinker last year. Sometimes it just doesn&#8217;t happen.</p>
<p>But we all know that certain circuits, in general, produce better racing than others. I really do struggle to think of any grand prix held at Interlagos that was boring. But I know not to expect much action at, say, Valencia or Shanghai. Or Bahrain for that matter.</p>
<p>We know this because teams and drivers will often turn up a circuit and say, &#8220;there is only a certain place you can overtake, and it&#8217;s here&#8221;. <a href="http://www.itv-f1.com/news_article.aspx?id=47588">Adrian Newey, Sam Michael and Martin Whitmarsh are all in agreement</a>. As the Williams technical director said:</p>
<blockquote><p>You’ve got to ask yourself, why do you go to a race such as Barcelona where no one overtakes, and then take exactly the same cars to Monza, Montreal or Hockenheim and you get lots of overtaking.</p></blockquote>
<p>And the McLaren team principal said:</p>
<blockquote><p>You only need to do simple statistical analysis and look at where the overtaking moves are If, say, we race on 18 circuits with 350 corners, then 90 per cent of overtaking moves in a year would happen at just 10 corners&#8230; The fact that overtaking is focused on such a small number of corners clearly demonstrates that it’s circuit-dependent.</p></blockquote>
<p><a href="http://doctorvee.co.uk/2008/09/02/the-disappointment-of-valencia-shows-that-fans-have-been-forgotten/">Ferrari and Renault went to Valencia</a> in 2008 proclaiming that they know from their simulators that there would be little in the way of overtaking. Ferrari even based a <a href="http://news.bbc.co.uk/sport1/hi/motorsport/formula_one/7582447.stm">fundamental decision about their engine</a> on this prediction. And they were right.</p>
<p>But Bernie will not entertain the suggestion that the circuits are to blame. This is because, unlike the effort made by drivers or the aerodynamics or the strategy, this is the area that <em>he</em> is responsible for. And he doesn&#8217;t want to take responsibility for it.</p>
<p>The effect of adding a new slow, narrow, bumpy, twisty section that looks as though it was almost designed to <em>prevent</em> overtaking was predicted before the race began. Quite why the organisers of the grand prix thought it would be a good idea is beyond me.</p>
<p>GP2 world feed commentator <a href="http://willthef1journo.wordpress.com/2010/03/13/why-f1s-exciting-new-dawn-may-have-to-wait/">Will Buxton saw the writing on the wall</a>, and was left exasperated by the negative effect this different circuit configuration had on the GP2 racing. He predicted a similar negative effect on F1, and it transpired that he was right.</p>
<h3>What else is Bernie to blame for?</h3>
<p>While I confess that it is a bit too easy to lay the blame on Bernie Ecclestone for the boring race in Bahrain, there is another core part of F1 that he is responsible for, which led to a dull spectacle being played out in our living rooms last Sunday. But that is what I will deal with in another article in the near future.</p>

<p>My name is Duncan, and I am a motorsport fan. Is it a bad thing? Am I evil? Do I need to join Petrolheads Anonymous?</p>
<p>This year&#8217;s Formula 1 World Championship is coming to an end. The Drivers&#8217; and Constructors&#8217; Championships have been wrapped up by Jenson Button and Brawn-Mercedes respectively, and now we have one last race to enjoy before the sport takes a break for the winter.</p>
<p>This has not been an easy year to be an F1 fan. In terms of newsworthy stories, it&#8217;s the sport that keeps on giving. But even by F1&#8242;s standards, it has been an extraordinary year for scandals.</p>
<p>Bear in mind that in previous years Formula 1 has brought extraordinary enough stories. There was, for instance, the so-called &#8220;spying&#8221; scandal which led to the sport&#8217;s governing body, the FIA, handing the McLaren team a fine of <em>ONE HUNDRED MEELION DOLLARS</em>. Then there was the &#8220;German prisoner&#8221; sex scandal involving the FIA&#8217;s President Max Mosley.</p>
<p>This year cranked up the scandal ever-further. Even in the first race, a major scandal blew up when Lewis Hamilton and his McLaren team were caught lying to the race stewards.</p>
<p>It also emerged this year that the Renault team had colluded with its driver Nelsinho Piquet to deliberately crash his car to hand an advantage to his team mate Fernando Alonso in last year&#8217;s Singapore Grand Prix. This endangered the life of Piquet and of other drivers and spectators.</p>
<p>In the past year, two major manufacturers &#8212; Honda and BMW &#8212; have pulled out of the sport, with persistent rumours surrounding the commitment of the other manufacturers. Moreover, almost all of the teams threatened to break away from F1 to set up a rival championship, in protest at the way the sport is governed by Max Mosley and the FIA.</p>
<p>The governance of the sport may change this week, as Max Mosley is stepping down as FIA President. The election to replace him is taking place today, on Friday. This actually may have more widespread implications than many realise.</p>
<p>Even though during last year&#8217;s sex scandal Max Mosley was persistently described by the media as &#8220;F1 boss&#8221;, the job of FIA President goes much further than that. The FIA has significant sway over road safety issues and effectively represents car users on the world stage. If you are a member of the AA, the RAC or even the Camping and Caravanning Club, you are represented by the FIA.</p>
<p>Clearly, this year there has been a lot going on in the world of motorsport. While cynics point out that, for the sport&#8217;s commercial boss Bernie Ecclestone, any publicity is good publicity, this all served to further discredit a sport which isn&#8217;t exactly the most popular among some. Formula 1 is seen by many as a sport which is dangerous, environmentally unfriendly, the personification of greed &#8212; and perhaps even sexist.</p>
<p>No doubt there is an element of truth to some of these accusations. So, how does this sit with me? I am a massive fan of motorsport, but I have liberal political views and a concern for the environment. Do I lack principles? Is F1 a guilty pleasure for me?</p>
<p>I actually see no reason why it should be. Some motorsport fans are unapologetic about their passion, and they see no reason to dress it up as anything but an extravagant bit of fun. But I see motorsport as a positive force that has a lot to contribute to the world.</p>
<p>Yes, Formula 1 is dangerous. This year, one driver, Felipe Massa, had an horrific accident when he was struck on the head while travelling at 170mph by a spring as heavy as a bag of sugar which had fallen off another car and was bouncing around on the circuit. He was lucky to have suffered no long term damage. The spring destroyed his helmet, but if it had hit him at another point he could have lost his sight or even died.</p>
<p>Sadly, one Formula Two driver was not so lucky. Henry Surtees was killed when he was struck on the head by a tyre which was bouncing around on the circuit after it had detached from another car in another accident.</p>
<p>While a ticket to a grand prix states in large letters, &#8220;motor sport is dangerous&#8221;, such accidents are mercifully rare in top-line motorsport these days. Major injuries are rare, and the last fatality in Formula 1 was in 1994. Believe it or not, more than 2½ times as many people have died while competing in the Great North Run than have died in F1 since 1981, when the Great North Run began.</p>
<p>But this year&#8217;s events in motorsport show that complacency should never set in, which is why improvements in safety are always being pushed forward. Perhaps the real scandal though is that, despite the increasingly safe environment that professional racing drivers face, 1.3 million people still die on the world&#8217;s roads every year.</p>
<p>F1 technology can play a major role in reducing the number of accidents on public roads, and already has done. In 2007, one F1 driver, Robert Kubica, survived a 75<i>g</i> impact with nothing more than light concussion. The materials that make an F1 car so safe are exotic and expensive, meaning that the opportunities to help make road cars safer using F1 research are a bit limited.</p>
<p>But electronics such as ABS and traction control are commonplace on today&#8217;s road cars. Such technologies unquestionably save lives all the time, and their development was helped by early applications in racing cars.</p>
<p>The money that flows through F1, and the high-stakes nature of the competition, make it a great test bed for important technologies that improve our daily lives. F1 is an R&#038;D powerhouse.</p>
<p>There is currently an exhibition in the Science Museum in London called <a href="http://www.sciencemuseum.org.uk/visitmuseum/galleries/fast_forward.aspx">Fast Forward</a>, which showcases twenty instances of F1 technology <a href="http://news.bbc.co.uk/1/hi/technology/7934857.stm">improving the lives of others</a>.</p>

<p>Included on display are high-tech tyre pressure indicators which alert drivers to a developing puncture before it becomes dangerous. Then there are F1 materials being used to help protect troops in Afghanistan from bullets and explosions. Slip-resistant boots based on F1 tyre technology for people who work in slippery environments, thereby reducing injuries in the workplace, are also on display.</p>
<p>A bit more down to earth is the gadget that can stop your central heating system from becoming clogged up with rust and sludge, thereby reducing energy consumption in the home. Hospitals have even analysed mechanics&#8217; behaviour and procedures during pitstops in order to improve the speed and accuracy of medical teams.</p>

<p>But how about the environmental impact of this gas-guzzling sport? I must say that my view is that rather too much is made of this. That is not to say that Formula 1 does not a significant environmental impact &#8212; it does. But emissions from the F1 cars themselves are actually a drop in the ocean. The racing itself does little environmental damage.</p>
<p>What is really damaging is all the travelling that teams, the media and fans must do in order to attend the races. The good news on this front is that <a href="http://arstechnica.com/science/news/2007/03/7272.ars">F1 is carbon neutral, and has been since 1997</a>. The FIA Foundation, the charity arm of the FIA, has taken into account not only emissions from the F1 cars and the travel of the teams, but also the transport of the fans that attend the races.</p>
<p>But any activity that involves being somewhere requires travel. F1 is a global sport, so there is a lot of global travel involved. But otherwise the sport actually seems rather restrained. In just 17-or-so races, a World Champion driver emerges.</p>
<p>Compare this to another competition, say the English Premier League in football. To come up with a mere national league-winning club, 380 football matches must be played, with all the travel this entails too. In comparison, F1 looks positively restrained.</p>
<p>Maybe that is an apples-and-oranges comparsion. It is just as well, then, that F1 technology also looks set to pave the way towards a green future. Formula 1 has the potential to help greatly reduce energy consumption. Refuelling during races will be banned from next year, shifting the balance more towards fuel consumption rather than raw power.</p>
<p>Another major initiative is the <a href="http://en.wikipedia.org/wiki/Regenerative_brake#Kinetic_Energy_Recovery_Systems">Kinetic Energy Recovery System</a>, or kers, which the FIA finally legalised for this season. Kers is a system which harvests the kinetic energy that is dissipated under braking and would otherwise be wasted, and re-deploys that energy into the powertrain.</p>
<p>This technology has had a rather troubled birth in F1. The systems have been too expensive for teams to develop in the current economic climate, and it looks as though kers may take a back seat for a few years. There is also scepticism over whether kers as it is applied in F1 is actually relevant to road cars.</p>
<p>But one team, Williams, is adamant that its flywheel system will find a large variety of applications in the real world. The team says that its energy recovery system could improve road cars, vehicles used in mining, rail systems and &#8220;anything that moves&#8221;.</p>

I was lucky enough to be <a href="http://vee8.doctorvee.co.uk/2009/08/10/my-trip-to-the-williams-f1-factory/">invited along to the Williams F1 factory</a> earlier this year along with a number of other web journalists and bloggers. The excellent Brits on Pole website has fantastic coverage of the visit.)</p>
<p>Plans continue to gather pace on this front. On Wednesday, <a href="http://www.fia.com/en-GB/mediacentre/pressreleases/FIA/2009/Documents/fia_env_sus_ms.pdf">the FIA outlined its plans for a green future of F1</a> (PDF). This includes a plan to make motorsport a competition based more on efficiency than raw power, and a stronger focus on energy recovery technologies.</p>
<p>The FIA also plans to introduce its own carbon neutral scheme, including offsetting its regulatory presence. It may also make carbon offsetting a condition of involvement in a championship.</p>
<p>So there you have it. Motorsport is a force for good in the world. Not bad for something that is hugely enjoyable. My halo is in tact.</p>

			<content:encoded><![CDATA[<p>The final part of the factory tour was the chance to see the simulator. It is an impressive piece of kit. The driver sits in a cockpit, surrounded by a massive screen that curves round to take up his entire field of vision.</p>
<p>Little wonder it has been known to induce sickness. Drivers are advised that they may want to close eyes if they spin in order to avoid reacquainting themselves with their lunch. Apparently drivers have been known to be sick all over the place while driving the simulator. Come to think of it, I&#8217;m slightly suspicious because I remember that the cleaner was leaving the room just as we were entering it. We were told, though, that Kazuki Nakajima is amazing in the simulator and can spend all day in it with no ill effects.</p>
<p>The circuit models are said to be very accurate indeed, albeit some more accurate than others. For instance, someone else has exclusive rights to the best map of the Nürburgring. The maps are constructed using lasers. A van drives slowly around the circuit emitting laser beams at multiple angles, creating a map of millions of dots. This means that every bump on the circuit is accounted for.</p>
<p>An aerial image of the circuit is then overlaid on top of these dots to create the environment. But if you look at the circuit, some of the landmarks are not very accurately reproduced. In fact, some of it looks like bad virtual reality graphics. The idea is to reduce any confusion that might be caused by too many cues. If they don&#8217;t think something will give a driver an accurate cue, they won&#8217;t implement it.</p>
<p>Some teams have more sophisticated simulators. In some simulators the car will be on a moving platform to give the impression of movement &#8212; something clearly lacking from the still Williams cockpit. It is said that some simulators even have belts that tighten up to give you some impression of <i>g</i>-forces. Williams shun such devices, which they regard as off-putting.</p>
<p>I have to confess that I have been slightly sceptical about the Williams simulator in the past. McLaren&#8217;s is said to be amazing, but it is jealously kept under wraps from outsiders. Williams have no such qualms however. It is the only simulator that I have seen on television. See, for instance, this <a href="http://www.youtube.com/watch?v=_B7rvj1GaAg">ITV video with Mark Blundell</a> and this <a href="http://news.bbc.co.uk/newsbeat/hi/newsbeat/newsid_7965000/7965045.stm">BBC video</a>.</p>
<p>We were lucky enough to be in the room when occasional Williams tester Daniel Clos was driving it. He was there to acquaint himself with the Hungaroring in preparation for the GP2 races which were being held just a few days later. I have to say he didn&#8217;t look very good while we were there, and he even spun at one point. But those must have been his very first laps round the circuit and of course I am in no position to pass comment. In the real thing, he finished 11th in both races.</p>
<p>It is presumably a service that Williams are happy to offer young drivers in the hope of developing them into a Formula 1 star of the future. Whether Daniel Clos is one remains to be seen. But surely on his way to F1 stardom is another Williams tester, Nico Hülkenberg. Simulator Engineer Jeff Calam is adamant that the simulator is a worthwhile piece of equipment to invest in, pointing at Hülkenberg&#8217;s highly impressive GP2 results at circuits he hasn&#8217;t driven at before. This fact puts to bed my doubts about the quality of the Williams simulator.</p>
<p>Once the factory tour was over, we had a Q&#038;A with Sam Michael. He was largely very open in his responses, and came across very well to me. I was impressed that he took the time out of his schedule to talk to a bunch of bloggers. <p>After that, we went for a tour of the fabulous Williams museum. Here, we were expertly guided by Scott Garrett from Synergy, the company that arranged our visit on behalf of Philips. Although he now works for Synergy, he was previously Head of Marketing at Williams and now has links with a number of F1 teams. This makes him a highly knowledgeable speaker on Formula 1, and Williams in particular. It was a real pleasure to have this sort of insight.</p>
<p>For obvious reasons, photography was strictly forbidden in the factory, but we were free to take as many photographs as we wanted in the museum. And boy did we take the opportunity!</p>
<p><a href="http://www.flickr.com/photos/doctorvee/3766705940/in/set-72157621875349228/"><img src="http://farm3.static.flickr.com/2629/3766705940_efd810d39b_m.jpg" alt="Early Williams cars" style="float:right;" /></a> The museum is impressive, with a range of cars from the full history of the Williams team&#8217;s existence. The first car you see is <a href="http://www.flickr.com/photos/doctorvee/3766701380/in/set-72157621875349228/">Alan Jones&#8217;s FW06</a> with its <a href="http://www.flickr.com/photos/doctorvee/3765914527/in/set-72157621875349228/">Ford Cosworth engine peering out the back</a>. Cars are displayed, more or less a car for every year, right up to <a href="http://www.flickr.com/photos/doctorvee/3766777294/in/set-72157621875349228/">2007&#8242;s FW29</a> &#8212; the very car that the competition winner will be driving.</p>
<p>All-in-all, the museum contains over forty cars. We are told that Frank Williams is a hoarder. The team still owns 106 chassis, while it only makes around six per year. Most of these cars are well looked after and can theoretically still be driven. The main exception is the Honda-powered cars, because they asked for the engines back!</p>
<p>For the most part, the cars are laid out in chronological order, and as you make your way through the museum videos are played telling us about Williams during the period of the cars in the vicinity. The relevant cars are lit up while the video is playing.</p>
<p>Unfortunately, this means that they are plunged into darkness once the video is finished, and you are supposed to move along to the next section. It is a pretty clever device to get us to keep moving and get rid of us quickly, but quite annoying for those of us who would have liked to have done it at our own pace. One person sarcastically remarked under his breath, &#8220;you have a lot of great cars, then put them in the dark.&#8221; It is for this reason that the lighting is not very good in some of the photographs.</p>
<p>Despite the chronological layout of the museum, there is still a fairly clear centrepiece. Two cars in particular are displayed on a higher plinth &#8212; the FW18 and the FW19, the team&#8217;s latest two championship-winning cars from 1996 and 1997 driven by Damon Hill and Jacques Villeneuve.</p>

<p>A great moment of F1 geekery occurred when Mr Garrett pointed out that the FW19 on display is the actual car which Michael Schumacher famously crashed into at Jerez in 1997. Everyone went &#8220;oooh&#8221; and inquisitively gathered to look at this particularly historic Williams F1 car. The damage is still evident. I had heard that Patrick Head liked the car to be displayed with the tyre mark still there, but it has since been restored and now just looks like a couple of holes have been punched in the corner of the sidepod.</p>

<p>&#8220;We never got on very well with Michael Schumacher,&#8221; Scott Garrett noted, just in case we didn&#8217;t get the clue. This prompted a cheeky question from someone else, &#8220;How did you get on with Ralf?&#8221;</p>
<p>There is a notable omission. The most distinctive F1 car in the team&#8217;s history, the <a href="http://en.wikipedia.org/wiki/Williams_FW26">FW26</a> with the &#8220;walrus nose&#8221; is nowhere to be seen. It is perhaps not the team&#8217;s proudest design.</p>
<p>One unusual design does proudly feature though. Williams were never able to race with their FW08B six-wheeler. It was banned by the FIA before the season started over fears that it would be too dominant.</p>

One is <a href="http://www.flickr.com/photos/doctorvee/3766124141/in/set-72157621875349228/">Ayrton Senna&#8217;s test car from 1994</a>. The other is the record-breaking FW10, in which Keke Rosberg was the first person ever to set a lap at a speed of 160mph in 1985. The record was set at Silverstone and remarkably stayed in place until 2002!</p>
<p>All-in-all, it was an absolutely fantastic day. Although Williams are not among my favourite teams, they have got to be admired for being so accommodating to us. If you ever get the chance to attend such an event, I would highly recommend it. A massive thank you to those who organised it and invited me.</p>

			<content:encoded><![CDATA[<p>A few weeks ago I was lucky enough to be invited on a visit to the Williams F1 factory. It was all organised by Synergy on behalf of Philips, who wanted to promote their amazing competition for a chance to <a href="http://www.philips.com/attwilliams">win five laps round a grand prix circuit in a Williams F1 car</a>, which I <a href="http://vee8.doctorvee.co.uk/2009/07/29/win-a-chance-to-drive-a-williams-f1-car/">previously wrote about here</a>.</p>
<p>I had the pleasure of meeting a host of other F1 bloggers including the people behind <a href="http://www.britsonpole.com/">Brits on Pole</a>, <a href="http://www.f1badger.com/">F1 Badger</a>, <a href="http://www.f1-fans.co.uk/">F1-Fans</a> and <a href="http://f1fanatics.wordpress.com/">F1 &#8220;Not Keith&#8221; Fanatics</a>. Most of them have got round to covering the visit much more sooner than I did. Brits on Pole have been particularly thorough.</p>

<p>It was a big trip for me. Believe it or not, it&#8217;s the first time I&#8217;ve done anything F1-related. I&#8217;ve never found the time or money to do anything in the past, but luckily this time round I happened to have some free time, so made the trip down from Kirkcaldy to Grove, where the Williams factory is based. I am mighty glad I did because I thoroughly enjoyed my time there, and in fact I wish I could go again so that I could immerse myself in it more.</p>
<p>When I arrived at the factory, the last of the Williams trucks was just leaving to make its way to the Hungaroring. It&#8217;s a very inconspicuous, even modest-looking, place. If you didn&#8217;t know better you might think you were in a plain old industrial estate.</p>
<p>It might be silly to expect a giant rotating &#8216;W&#8217; symbol to be sprouting out of the roof of the factory, but the fact is that all signage is minimal, almost as though they want to avoid attracting attention. This is no super-slick McLaren Technology Centre. That is the Williams way though. They care more about the racing than whether the floor is clean.</p>
<p>That&#8217;s not to say the place totally lacks character. Walking up to the RBS Williams F1 Conference Centre, you are greeted with this jolly topiary. It is a very nice touch, suggesting that perhaps F1 does have a green side after all! I also note that the display is 2010-friendly as there is no refuelling.</p>

<p><a href="http://www.flickr.com/photos/doctorvee/3766935016/in/set-72157621875349228/"><img src="http://farm3.static.flickr.com/2663/3766935016_fc4d7decca_m.jpg" alt="Villeneuve's FW19" style="float:right;" /></a> The Conference Centre is relatively new, having opened in 2002. It used to be where BMW worked on their Le Mans project in the late 1990s when Williams were in partnership with them. But once BMW won Le Mans they vacated the building, and was left behind after their acrimonious split.</p>
<p>Many of the rooms at the Conference Centre are named after famous circuits. We were housed in Monaco and Silverstone! The morning kicked off with an excellent breakfast, which was just as well because the breakfast I paid five quid for at the Travelodge was a bloody insult. Nothing could be further from the case at Williams, who also provided a sublime buffet lunch that seemed to go down well with everyone.</p>
<p>After breakfast we were given a whistle-stop tour of the factory. Once again, it is striking just how <em>normal</em> the place feels. It looks, sounds and smells like a factory. There is little hint of pomposity about the place. They could be making widgets, but they just happen to make F1 cars. A radio sits in the corner, apparently tuned into the local radio station.</p>
<p>Our first stop was in the Pattern Shop where Brian Campbell gave us a great talk about seat fittings. I knew that each driver had to have his own seat specially made for him, but I did not realise quite how detailed the seats actually were. As Mr Campbell said, he can see which side a driver is dressed into. We were also told about the fact that new seats had to be made when Juan Pablo Montoya gained around 10 kilograms in weight in the course of a season, at the same time blowing away the myth about how fit Formula 1 drivers are.</p>
<p>We were given a seat to pass around, and I guess it is probably about as heavy as a similarly-sized cardboard box. Brits on Pole were in a different group to mine, so got a slightly different talk, but you can hear audio of their version <a href="http://www.britsonpole.com/in-depth/behind-the-scenes/behind-the-scenes-at-williams-f1">on this page</a>.</p>
<p>From there we moved onto composites, where our wonderful tour guide Millie looked for Paul who was due to give us our next talk, only to be told that there are eight Pauls! It was another entertaining talk. At one point he consulted a blueprint to answer a question, noting, &#8220;you&#8217;re not supposed to see that&#8221;. Minds flashed back to the McLaren&#8211;Ferrari &#8220;spygate&#8221; scandal, which we are later told Williams staff found very amusing all the way even when the rest of the world had got fed up with it. They can&#8217;t stand either team, of course.</p>
<p>From there we met Bernie (no, not <em>that</em> Bernie!) in the machine shop. He is the longest-serving member of staff besides Frank Williams and Patrick Head. He will have seen a lot of changes &#8212; Williams was set up in 1977 with just 17 staff. Today it employs 520 people.</p>
<p>The culture of Williams is noticeable. Frank Williams and Patrick Head are clearly very well-regarded by all staff members. They are not Mr Williams or Mr Head &#8212; it&#8217;s Frank and Patrick. In the later Q&#038;A, Sam Michael said he liked working for the company because of Frank and Patrick.</p>
<p>Back on the factory floor, Bernie tells us that 95% of the car &#8212; more or less everything except for the engine and the wheels &#8212; is made in-house by Williams. We were given a variety of bits and bobs to feel. This ranged from a wheel nut which is as large as an ashtray but felt as light as a 50p piece, to a proprietary alloy which is used as ballast. Apparently this the most dense material in the world with the exception of depleted uranium.</p>

			<content:encoded><![CDATA[<p>The other big news of yesterday was the sudden withdrawal of BMW from Formula 1. This season will be their last.</p>
<p>It can&#8217;t be called a complete shock. It had become very fashionable in F1 circles to say something like, &#8220;I am sure one or two or all of BMW, Renault and Toyota will pull out of F1 this season.&#8221; But the rumours were particularly centred on Renault and Toyota, and BMW were probably widely considered to be the team out of those three with the most stable future.</p>
<p>That made BMW&#8217;s exit a shock. In a way, though, it is not a surprise. It was well known that when BMW bought the Sauber team back in 2005, they set themselves very ambitious targets that were to be met within a matter of a few years. This was the basis for the team&#8217;s famously methodical (although too-clinical-for-some) gradual, targets-based approach.</p>
<p>So while it may seem a bit of an over-reaction for BMW to pull out so suddenly, it&#8217;s worth remembering that this was the year when they were supposed to be fighting for the championship (or regular wins, as the target appeared to become more recently). Instead they have one of the slowest cars in the field. Worse still, unlike with Honda in 2008, BMW fully expected to be fighting for the championship. They thought they had a great car.</p>
<p>Instead, 2009 has been a complete disaster for them. They put too much faith in their kers, a device which they thought would give them an advantage but proved to be anything but. Over the winter they were the only team favouring kers, but it turns out that Mercedes have a much better one while BMW&#8217;s is so useless that they will never use it again.</p>
<p>Now it seems as though the teams have agreed among themselves not to use kers for next season. Such technologies appeared to be a major motivation for BMW&#8217;s involvement in Formula 1. It was certainly an aspect they played up in their marketing.</p>
<p>Unfortunately, <a href="http://www.f1fanatic.co.uk/2009/03/26/curse-complicated-way-to-undermine-revenue-safety-and-the-environment/">the way the FIA introduced kers</a> to Formula 1 was a complete botch-job. Kers has been left with a seriously bad reputation, even though McLaren-Mercedes have now managed to make it work for them. Whatever happens to kers in the short term, it will be around for the long term. That was certainly <a href="http://www.britsonpole.com/in-depth/behind-the-scenes/behind-the-scenes-at-williams-f1">the view of Williams Technical Director Sam Michael</a> when he spoke to bloggers last week.</p>
<p>Perhaps as a result of focusing on kers, BMW&#8217;s F1.09 car is not up to the job. It must count as one of the biggest disappointments of the season. Even though Ferrari and McLaren also started the season poorly, those teams have fought their way back to the front. Meanwhile, BMW only seem to have fallen further away from the front as the season has progressed.</p>
<p>During the Hungarian GP weekend, <a href="http://www.autosport.com/news/report.php/id/77176">Mario Theissen claimed that BMW had found the cause of the problems</a> that had struck their car and that they would soon see an improvement in performance. The BBC&#8217;s commentators, Jonathan Legard and Martin Brundle, were both sceptical as they commented on BMW during the race. Legard said that if they think they&#8217;ve got a handle on the problem, they&#8217;ve got the wrong handle. Meanwhile, Brundle said that BMW&#8217;s statements about their performance sounded like PR-speak.</p>
<p>It is highly unlike BMW, and especially Mario Theissen, to make positive statements if they cannot back it up with evidence. Yet that was what they appeared to do when they said they knew what their problems were, while still qualifying 16th and 19th in a grid of twenty cars.</p>
<p>It wasn&#8217;t the only uncharacteristic behaviour from BMW over the weekend. Robert Kubica&#8217;s team radio transmissions on Friday have become famous for exhibiting the Pole&#8217;s grumpy and fussy attitude. He constantly complains about his car, even when it is setting fast times. Yet during practice in Hungary he actually sounded happy about his car. It was very unusual indeed.</p>
<p>Could it be that the BMW Sauber F1 team knew what was coming? Perhaps their statements about how good their car was becoming were a last-ditch attempt to convince the bosses that an improvement in fortunes was imminent. Obviously it convinced no-one.</p>
<p>Nevertheless, the BMW board deny that their exit from F1 is a kneejerk reaction to this season&#8217;s poor performances, with Klaus Draeger saying it was nothing to do with &#8220;our current performance or the general economic situation.&#8221; But it was obviously on his mind, as he saw fit to mention that, &#8220;It only took us three years to establish ourselves as a top team with the BMW Sauber F1 Team. Unfortunately, we were unable to meet expectations in the current season.&#8221;</p>
<p>It would be odd, however, for BMW to pull out on the basis of one disappointing season. BMW&#8217;s first season on 2006 was a solid start, and with the first car to be fully developed under BMW&#8217;s management they firmly established themselves as &#8220;best of the rest&#8221; behind Ferrari and McLaren. They remained so in 2008, bagging an impressive win in Canada along the way. Before the BMW partnership, Sauber were never so competitive.</p>
<p>Obviously, the fact that the FIA is asking all teams to commit to Formula 1 until 2012 by signing the Concorde Agreement imminently was a crunch moment. We have all seen how a year, or even a few months, is a very long time in the volatile worlds of both F1 politics and the car manufacturing industry. It should be no surprise that, without a crystal ball, a company should be unwilling to make promises it is unsure it will be able to make. You almost sense that this was a deliberate ploy by the FIA to get a high-profile scalp, a theory made all the more likely by the FIA&#8217;s <a href="http://fia.com/en-GB/mediacentre/pressreleases/f1releases/2009/Pages/f1_bmw.aspx">highly undignified</a> &#8220;I-told-you-so&#8221; press release.</p>
<p>As has been widely noted, BMW&#8217;s press release is itself written largely in corporate jargon that seeks to hide the real reasons for BMW&#8217;s exit. My reading is that they would rather focus on motor sports where they can develop technology, particularly technology which is more road relevant. The political issues surrounding kers will therefore have not helped persuade BMW to stay.</p>
<p>It is not as though BMW wants to distance itself from the FIA either. It has pledged to stay in WTCC, which is an even worse example of FIA mismanagement.</p>
<p>But clearly talk of cost cutting or budget capping or resource restriction, whatever it&#8217;s called these days, is not the vision of F1 BMW had for the future. It was prepared to negotiate until the end. But come crunch time, with the Concorde Agreement sitting on the table waiting for the signature, BMW obviously found that the settlement was not what they wanted.</p>

			<content:encoded><![CDATA[<p>One of the more minor talking points of the German Grand Prix was the failure of the live timing system provided by FOM. This is not the first time FOM&#8217;s timing systems have failed. In fact, a failure is a relatively common occurrence, and the odd glitch is to be expected in any system as complex as this which has to be hauled around the world.</p>
<p>However, the problems of the German Grand Prix were much more major than usual. And it represents what I consider to be the second large failure of FOM&#8217;s infrastructure in the past twelve months.</p>
<h3>What happened in Germany</h3>
<p>Problems with the live timing system became apparent when commentators across the world exclaimed to their viewers that Heikki Kovalainen was dropping down the order, but they couldn&#8217;t explain why. Soon enough commentators realised that this was an error, as Kovalainen was still running in third position with no problems whatsoever.</p>
<p>Each Formula 1 car carries a transponder which uniquely identifies each car. At various points on the circuit there is a beam which receives a signal from the transponder as the car passes through. This is the equipment that enables FOM to measure lap times to a thousandth of a second as well as car speeds. This equipment also records when cars enter the pitlane and how much time they spend in the pitlane.</p>
<p>What apparently happened is that the transponder on Kovalainen&#8217;s car failed. This is not the first time that has happened. Seemingly (and this is speculation on my part) once the people at FOM realised what was going on, Kovalainen was manually re-inserted into his actual race position &#8212; not before the legend &#8216;STOPPED&#8217; (meaning &#8220;stopped on the circuit&#8221;) was displayed. This process seemed to continue for the rest of the race. A few times I spotted him slipping down the order a couple of places before magically re-appearing in his original position.</p>
<p>Apart from the initial scare of watching Kovalainen tumble down the order for the first time, this was a bearable issue. However, it was not the only problem to afflict live timing that day.</p>
<p>During the first round of pitstops, only three drivers were recorded as having entered the pitlane when in fact almost every driver had made a stop. This wreaked havoc as it was impossible to tell who had taken a pitstop and who had not. To make matters worse, the pitstops were subsequently manually added over a period of several laps. Cars were shown in the red text with the words &#8216;IN PIT&#8217; which normally signify that a driver is taking a pitstop. However, they were not in the pitlane.</p>
<p>At this stage of the race Radio 5 Live&#8217;s pitlane reporter Holly Samos said that the teams were finding the failure of the live timing system very frustrating. It was very possible that the failure of this extremely important source of information could potentially have affected the race itself.</p>
<p>Captions on the television also went a bit awry for a short while at this stage, with the classification being displayed without the time or pitstop strategy information that normally accompanies it. For a few laps every driver except for Hamilton was shown as a being a lap down until this too was (seemingly) manually rectified.</p>
<p>The lap chart &#8212; which can still be accessed by clicking on the live timing link on <a href="http://www.formula1.com/results/season/2008/796/">this page</a> &#8212; is a bit of a mess. Here, not only was Kovalainen largely missing from the chart, so too was Kimi Räikkönen.</p>

<p>The positions of the two Finnish drivers were not updated lap-by-lap as they should be. Instead, they jump about with their position updated at seemingly arbitrary points of the race. Gaps are left in the chart where they were supposed to be.</p>
<p>All-in-all, it was a bit of a shambles on the timing front during the German Grand Prix.</p>
<h3>The other major failure</h3>
<p>This comes off the back of the problems experienced in the 2007 Brazilian Grand Prix. Here, the timing systems were fine (as far as I am aware at least), but the weather equipment was playing up.</p>
<p>I and others had pointed out that the temperature was extraordinarily high at Interlagos. At its peak, the track temperature was recorded at 65&nbsp;°C. Looking back, it seemed a bit fishy. <a href="http://www.itv-f1.com/Feature.aspx?Type=Ted_Kravitz&#038;id=41190">Ted Kravitz pointed out</a>, &#8220;That would’ve melted even my trusty Dr Martens boots.&#8221;</p>
<p>The track temperature is often of interest, but it is not usually a vital aspect of FOM&#8217;s offering. However, this time the temperature measurements were later to have a pivotal bearing on the race result in this, the final race of the championship. The Drivers Championship was almost decided by FOM&#8217;s temperature gauge.</p>
<p>In what became known as the &#8216;cool fuel&#8217; saga, the BMW and Williams teams were deemed to have breached article 6.5.5 of the technical regulations which states that &#8220;no fuel on board the car may be more than 10 degrees centigrade below ambient temperature&#8221;.</p>
<p>A cooler temperature in the fuel would allow teams to refuel cars more quickly &#8212; and, indeed, fit more fuel into the car. The BMW and Williams teams were both accused (by FIA technical delegate Jo Bauer) of filling their cars with fuel which was more than 10 degrees cooler than the ambient temperature which was recorded at 35&nbsp;°C.</p>
<p>There then followed the revelation that the rules do not state how the ambient temperature should be recorded. Should the fuel temperature be measured against the ambient temperature recorded by FOM&#8217;s equipment? <a href="http://www.autosport.com/news/report.php/id/63569">Or should it</a> be measured against the information supplied by the FIA&#8217;s meteorologists, Météo-France?</p>
<p>Météo-France recorded the ambient temperature as being &#8220;a few degrees lower&#8221; than FOM&#8217;s measurement. Meanwhile, Bridgestone recorded the track temperature as being 48&nbsp;°C as opposed to FOM&#8217;s 65&nbsp;°C.</p>
<p>Clearly, FOM&#8217;s temperatures were way off. Ted Kravitz speculated that their temperature sensor may have been placed in the sun &#8212; a mega no-no in meteorology. Williams technical director Sam Michael furthermore pointed out that the equipment had not been calibrated for a full <em>seven years</em> and that it had been clear to all the teams that FOM&#8217;s weather information was not to be trusted as early as 2005!</p>
<p>That just strikes me as complete laziness on FOM&#8217;s part. Coupled with the woes we saw in Germany which frustrated the teams, it is clear that, unless things change, FOM&#8217;s faulty equipment could one day alter the direction of a race or even a championship in a big way. Here&#8217;s hoping FOM look into the technical issues and try to avoid a repeat of what happened at Hockenheim and Interlagos.</p>
